License Types

Eritrea Gaming issues internet gaming licenses in two principal categories:
  • Business to consumer licenses for operators providing gaming services directly to players
  • Business to business licenses for suppliers providing material gaming products or services to gaming operators

The appropriate license category is determined by the nature of the applicant’s activities, its relationship with players and operators, and the functions performed within the gaming supply chain.

The Authority may impose additional permissions, limitations or license specific conditions based on the applicant’s business model and risk profile.
B2C

Operator License

For approved companies operating internet gaming platforms and providing gaming or wagering services directly to players.
B2B

Gaming Supplier License

For approved companies supplying gaming software, platforms, games or other critical services to licensed gaming operators.
01 — B2C Operator License

B2C Operator License

A B2C Operator License authorises the licensed legal entity to provide approved internet gaming services directly to eligible players through domains recorded against the license.

The license may cover one or more approved gaming verticals, depending on the applicant’s business model, systems, policies and technical arrangements.

Potentially Permitted Activities

Subject to individual approval, these may include:
  • Online casino games
  • Live casino games
  • Sportsbook and fixed odds betting
  • Esports wagering
  • Poker and card games
  • Bingo
  • Virtual sports and simulated events
  • Fantasy sports
  • Lottery style and number draw products
  • Skill based gaming
  • Crash games
  • Instant win games
  • Based gaming products
  • Blockchain based gaming
  • Cryptocurrency enabled gaming
  • Other products specifically approved by the Authority
An activity is not authorised merely because it appears in this list. It must fall within the scope of the individual license and any product approvals or conditions imposed by the Authority.
02 — B2C Operator Responsibilities

B2C Operator Responsibilities

A licensed B2C operator is responsible for:
  • Customer registration and verification
  • AML/CTF controls
  • Sanctions and politically exposed person screening
  • Responsible gaming measures
  • Protection of minors
  • Fair and transparent game rules
  • Player account management
  • Deposit and withdrawal procedures
  • Protection and reconciliation of player balances
  • Complaints and dispute procedures
  • Security of player and transaction information
  • Oversight of affiliates and marketing partners
  • Regulatory reporting
  • Compliance by outsourced service providers
  • Restricting access from prohibited markets
The use of third party platforms, payment providers, game suppliers or compliance services does not remove the operator’s responsibility for compliance.
03 — B2B Gaming Supplier License

B2B Gaming Supplier License

A B2B Gaming Supplier License applies to companies providing material gaming systems, software or technical services to licensed operators.
Depending on the services provided, a B2B license may cover:
  • Gaming platform technology
  • Player account management systems
  • Online casino games
  • Game aggregation systems
  • Sportsbook software
  • Live gaming products
  • Random number generation systems
  • Wallet and transaction technology
  • Gaming back office systems
  • Risk management systems
  • Other critical gaming technology approved by the Authority
04 — B2B Supplier Responsibilities

B2B Supplier Responsibilities

A B2B license holder must maintain controls appropriate to the nature of its services, which may include:
  • Technical integrity and system reliability
  • Secure software development
  • Information security controls
  • Game testing and certification
  • Change management procedures
  • Incident detection and reporting
  • Business continuity
  • Disaster recovery
  • Protection of operator and player information
  • Accurate regulatory disclosures
  • Oversight of subcontractors
  • Cooperation with licensed operators and the Authority
A B2B license does not authorise the supplier to provide gaming services directly to players unless it separately holds the required B2C authorisation.

Operational Domains

B2C operators may conduct licensed gaming activities only through domains approved by the Authority and recorded against the license.
The initial license application must identify every domain the applicant intends to use.
Additional domains may be requested after issuance and are subject to:
  • Regulatory review
  • Confirmation of ownership or lawful control
  • Review of the proposed trading name
  • Review of the products offered
  • Payment of the applicable additional domain fee
  • Entry of the approved domain in the public register

An additional domain fee of €300 per domain applies.

Operators must not display the Eritrea Gaming interactive license seal on an unapproved domain.

Scope of Authorisation

A license applies only to:
  • The legal entity named on the license
  • The approved license category
  • Approved gaming activities
  • Approved trading names
  • Approved operational domains
  • Approved ownership and control structure
  • Any limitations or endorsements shown on the license
A license may not be transferred, sublicensed, shared or used by another legal entity without prior regulatory approval.
